If your desperate you can try putting the Xbox into the DMZ of your router, just be sure that you assign the Xbox a static IP via MAC address in your router under DHCP server area. If you do try DMZ disable any port forward rules you made and reboot the router after applying changes. DMZ will remove all security for whatever device you put in it, so if the issue resolves itself with DMZ then you know it's a router issue.
