I actually had some very strong T3 sortie level WoF builds, and it worked just as lazy at level 100 as it did in Hydron and Akkad or stofler and Helene. So I disagree there, but that proves my point, that "revisits" are almost always a disaster when their intention is nerfing. Just look at Ember, Ash's OG revisit, mesa's OG revisit, chroma's revisit. Each one has needed a buff afterwards, where a simple realignment of priorities and making higher levels more available with some actual mathematical balancing would've fixed everything.
