To answer your operations question

It's simple, just nake them occur at points between the quests at prerequisites. Some of the rewards and difficulty may need alterations. Actually, they should just be quest variants. There's no reason for operations not to be quests. Operation quests WILL irritate somebody no matter what, so just add it so that the content and story/lore elements still get in there instead of just raid-ing it. 

The only issue I can see the matchmaking population. So maybe replayable. Just make the really good rewards much higher level missions while to just get through the operation quest, all you gotta do is the baisics.

How would this help matchmaking? Who is going to keep redoing the quests?

Why would there be really good rewards for something that was replayable?

Your idea is effectively to make them quests that players would only care to do once or twice and never do again. That is the complete opposite for what DE intends for operations.
