game bugged

it happened again. I go in game, and going into my first mission, it gets bugged a.k.a I get stuck in the loading screen (together with the squad because I am the host). icons don't load, textures don't sharpen. and before you say "your pc's just S#&$", no it isn't. 1060 3gb gddr5, 16gb of ram, an i5 7500 should be more than enough to run it on high at least. I reinstalled the damn game, I downloaded it on steam, I verified it, I optimized it. nothing #*!%ing works. 

 

is it something in the settings? launch options?
