Since the new drop tables, i don't recall ever seeing a rare again..... not from regular missions at least.... i see the same reduced group of mods in each faction..... i haven't even seen a rare ability drop in xini.

 

The only place i've been consistently finding rare drops, along with desirable mods like continuity, flow, focus, etc.... is the void, looting the vaults, parkour course and other secret rooms.
