OricSharp
As I work on leveling lower-level stuff, especially without Orokin Catalysts and Reactors...well, all the mods I have are leveled up nice and high due to usually being on high-level Frames/Weapons with Reactors/Catalysts, respectively, leaving everything I try to level feeling extra-gimpy by comparison, due to my not keeping lower-level versions of each mod just in case I decide to try to level some lowbie gear that I'm not even interested in keeping. Now, yeah, I could have a huge stockpile of mods, one of every rank from 0-max, but that seems like it should be an unnecessary length (not to mention a headache to keep straight). Thus the following suggestion, which is intended purely for convenience's sake: Allow Mods to be scaled down from their current level. How this might work: Let's say you have a pistol mod that's level 3/5, and, at its current level, costs 6 points. You try to wedge it into your current pistol build, but you only have 4 points available. With the current system, you're SOL, pick a different mod or start shuffling stuff out. With this idea, choose to scale the mod back to level 1/5, so it costs 4 points and gives its rank 1 bonus. If it's no longer necessary to have it scaled back, scale it back up to level 3/5, if you want.
FiendFyre
I like this. It's a pain trying to fit mods into un-potatoed gear when you're leveling stuff just for mastery....
