Harvesting Disable Debuff

So, just got out of a mission, and while I don't mind carrying people through a mission provided they are trying to contribute, I'm really not keen on another player going and harvesting on the Plains when the rest of us are doing a bounty.

Following this, I would like DE to give us a debuff when we take a bounty and load into the plains that disables fishing and mining for half an hour, or until you return to Cetus (whichever happens first).

IMO this is something that should be a "don't do this", because if someone wants to go harvesting, either do it in a solo mission, or do it with a harvesting group, but please, don't do that on a bounty.

perhaps make a change where mining nodes and fish only spawn once a bounty is complete, at least giving these leechers a reason to help with the bounty before they bail out. if you que for a bounty the game needs to treat you like that's first and foremost the reason your out there.
