Friend was hosting, I was client. He had all personal modifiers selected, I left Gear Embargo unselected. I was unable to use gear in the missions. Later we swapped to me hosting, same settings, and it was working as intended with me being able to use gear and he was not. Research points gained between the two of us were normal when we finished.

Buff icons do stick sometimes there when removing or changing weapons/mods.

Which guns?

Looks like Synth mod set bonus, the percentage is how full your magazine is on the holstered weapon.
