I also noticed this when using those inactive Necramechs that you can find in Iso Vaults and that are littered around Cambion Dirft when Fass is active. -

I can confirm this and to clarify this is not the same thing with the VOLT ability since I tested it no the only 2 warframes I have which are Excalibur and Vauban. -
I don't think this is a problem since I don't have VOLT and my Tranq Rifle is still dealing one damage to animals or 3 to a deposits like Iradite, Grokdrul etc.. So I'm 100% sure this is a bug especially because I didn't had that problem before the update.
