Ошибка "Удалённый хост принудительно разорвал существующее подключение. ERROR 10054"

Это был чудный день а именно 1 Февраля 2018, когда я завершив все дела в гараже починив машину, и сел играть в варфрейм, зашёл на миссию я услыхал "Чел глянь что я тебе в чат скинул" я открываю чат а там -Удалённый хост принудительно разорвал существующее подключение. ERROR 10054, не долго думая я позже перезапустил свой 3g модем, купил антенну к нему, перерыл весь брандмауэр , облазил форум англоязычный всё перепробовал не помогло, кто с этим сталкивался и как решили данную проблему я больше пол года пытался чтото сделать и всё безрезультатно. И этот совет НЕ помог 

• Go to Control Panel > Simple Icons in the top right >Network and Sharing Settings and select your local area connection or the Wifi that you are using.
• Click Properties, then highlight Internet Protocol Version 4 (TCP/IP).
• Click Properties.
• Select "Use the following DNS server addresses" and enter the desired DNS server(s) (8.8.8.8 and 8.8.4.4) in the space(s) provided.

• Click the start button and navigate to the command prompt (Start > All Programs > Accessories > Command Prompt)
• Make sure that you right click on the command prompt application and choose "Run as Administrator"
• Type in the command ipconfig /flushdns

1. Please press Windows key and R key on your keyboard at the same time
2. In the new Run window popped up, type msconfig, and hit Enter
3. On the General tab of the System configuration window, click the Selective startup option, and then click to clear the Load startup items check box.
4. On the Services tab, click to select the Hide all Microsoft services check box, and then click Disable all.
5. Note: This step lets Microsoft services continue to run. These services include Networking, Plug and Play, Event Logging, Error Reporting, and other services. If you disable these services, you may permanently delete all restore points. Do not do this if you want to use the System Restore utility together with existing restore points.
6. Click OK, and then click Restart.

7. Please press Windows key and R key on your keyboard at the same time
8. In the new Run window popped up, type msconfig, and hit Enter
9. On the General tab of the System configuration window, click the Normal Startup option, and then click OK.
10. When you are prompted to restart the computer, click Restart.
