Bugged Public Parties

Hello, I am having a problem with joining public parties, I keep getting this effect of members jumping in and out on an endless loop, while the mission keeps getting dropped, then if I just jump into a mission while still open for public to join, I get others trying to come into party, and instantly leaving, no on stays and I can't join a party, can I get some help with this please?

I'm having this exact problem when i try to do any fissure, if I go in by myself anyone who joins gets instantly booted and if I go in with a group the mission doesn't start. It's super annoying.
