Difference between Arc Coil and Electro Pulse

I don't see the difference between the two mods.

what are the differences? and if so which one is better?

Electro Pulse - single target. Does 0 damage but guarantees a 100% electric proc, keeping the target in a stunned state.  Single target CC.

Arc Coil - hits up to 7 enemies at the same time, does do 100 damage with its electric proc chance reduced to 10%. Multi-target Offense. (though 100 damage isn't really a lot).

 

Personally, I find Arc Coil useless and Electro Pulse a reliable way to keep one enemy that got close to you at bay if you need that protection.

Both do the same thing, but:

Electro Pulse -  if you want to stun one target forever

OR

Arc coil - if you want to temporarily stun a few targets at the same time
