Unplayable frame rate (sub 10 FPS) in the orbiter since U24.4

The framerate starts at the usual 72(capped) after the login, but drops to sub-30 after a few seconds, sometimes dipping to sub-10. It is freezing the game when I'm trying to access the settings menu.

PC specs:

Intel core i5-4570 CPU

NVIDIA GeForce GTX 760

4gb DDR3 Ram

Win 8.1 x64

Running from HDD

The bottleneck is clearly in low RAM amount (RAM use maxes out on 98% then Disk use maxes at 100%), however IT IS within the system req, and prior to the 24.4 it was enough to load everything but Orb Vails. Now I can't even access the arsenal to see the new Nikana stats without dropping bellow 10 FPS.
