echo lure calling not working in a certain cave

ive been doing preservation the last few days to finally get to max level with solaris united and every time ive been to this cave shown in the picture (just look for the call point waypoint at the top half of the map above central maintenance) using the echo lure at the call point hasnt worked, its worked in every other place ive been to so far except for this cave, and its not just one of the call points that can spawn in a specific spot in this cave, it looks to be all of them that can spawn on this cave that arent working, its the stover call point specifically

EDIT: after tabbing back into the game i went back to it to give it one last try, and it was at the stage of replying, not calling out, so i did it and there was no stover sound playing, but it spawned right on top of the call point, i dont know if this would have happened the last times i tried this cave or not
