Fish are not showing up on Eidonlan Plains Ocean

I've gone a few times and I have not seen even one show up at the ocean hotspot on the western part of the plains where the little inner cove is. I'm tier 4 and I have almost every bait and every spear so this is a tad frustrating.

Fishes sometimes are hard to spot in the ocean if you are not using the dye. Also, and this is pretty obvius but never hurts to remember, fish won't spawn if you don't have the spear equipped. Last, but not least, even if you have the spear equipped, I realized that you must be very close to the water in order to make them spawn, if you are in a rock that's a bit higher than the usual, the game will detect you are not close enough to water and won't spawn fishes.Always look for the bubbles sound, if you hear it, it means there's fish.
