Pax Bolt not boosting Wisp's Ability Strength

So whenever I trigger Pax Bolt on my KitGun and activate Wisp's ability there doesn't seem to be any difference in terms of any Increase in attributes.

And I have checked the ability screen to see the changes and they are boosted but when activated, there seems to be no changes.

You can even calculate with the Images provided. Unless there is a Cap then, this clearly is bugged out.
1st Image is with Pax Bolt Changes.
2nd Without
3rd the normal buffs without Pax charge
4th her base stats with the mods.
