Would you happen to be using an Nvidia GPU? Can you make sure that Nvidia Sharpening and Film Grain are disabled in the GeForce settings? If that doesn't help, then you might want to try verifying and optimizing your download cache via. the Warframe launcher. Can you tell me what you were doing when this occurred?
