Utility effects for underused element procs?

More of an out-loud thought but...

What if we went beyond damage-related element procs (either dealing damage, increasing damage, or negating enemy damage) and tossed in some utility effects on underused elements, like health restore, shield restore, added loot chance, etc.?

For example, Blast has really gotten the short end of the stick IMO. What if we made it so that Blast stacks increased loot drop chances? It might still not be a good damage-dealing element, but that extra function could give it its own little niche, like in Survival missions.

Maybe Magnetic could restore shields on damage, with proc stacks increasing the shield restore per hit. Assuming it'd need an extra something...

It would mean elements could still find use without always having to compete with others on a pure damage-numbers game.
