SPY: A fix for spawn-in, pls

Can spawning be fixed for Spy so that joiners spawn at an anchor point outside of a vault instead of atop a random player's location? This is because player(s) may already be in a vault where they don't want to be detected, but joiners will materialize at a player's location in a momentarily-paralyzed state while their detection is imminent or immediate, like under a panning laser that is sweeping back.

This is especially problematic on Sortie/Nightmare Spy as failing any vaults will scrub the mission.

The answer is because not everyone wants to, maybe they can't (yet) solo, or a public Sortie squad's next mission is Spy. (The problem with the last one is that if a squad assembled and completed one mission, any missions that follow are locked in whatever the squad's privacy settings were till they disband.)

Also, this isn't a problem unique to public squads -- it also affects closed squads inviting players to a mission.
