Sometimes during missions the chat seemingly randomly gains focus (and thus visibility). Your eye wander down there because it implies someone wrote something new, but that's not the case. It's very inconsistent as it happens regardless of whether or not someone in the squad did an @ in your direction. Like the whole of the conversation going on is important to the squad regardless.
