Operator School Choices - Mix and Match?

Is there a substantial reason why we have to choose a whole bundle of Passives, First Ability, Second Ability, and Sling effects/buffs, without flexibility? Lore-wise? Mechanically? Balance-wise?

It'd be rad if we could convert the current schools to being the "Pure, Whole" form of the Tenno Operator Schools of combat, that are as powerful and effective as they are because they're a harmonious whole, but if you could swap out and choose at least one of the Actives of another School to replace your School's Active? It seems like pretty much all of them have something that is either directly (or slightly indirectly) two Abilities, and a Sling modifier.

Being able to select a single thing, to swap out the one thing you hate the worst out of an otherwise fun School's arsenal, could be the same breath of fresh air to invigorate Operator gameplay, giving us more choice, like the Helminth system offered us, even if some or all of the offerings are nerfed by 10%-30%, or are in some cases mutually exclusive (such as Madurai and Zenurik's respective Power Strength boosters).

And as with the Helminth system, DE would be able to track metrics on how overwhelmingly one school's something is applied to every other school, and for other schools how overwhelmingly it's one of their things that are always replaced. The schools and specific actives that aren't chosen could be targeted and provided buffs, until things feel approximately equitable to the players collectively, so that it feels just as viable to play a pure school, as it does to play any school with any active replaced by any other.

If even with the nerf to the subbed-in active this sounds like it'd be too unbalanced, or that people would NEVER play with one whole single school exclusively, you could also apply a malus to the rest of the school's ability's effectiveness, so there's even more incentive to stick with a school, but if you REALLY hate one thing, you can swap it out. If the malus increases as you deviated further from a school, perhaps you could even substitute two things. And then you'd be able to have an incentive to choose just 2 other things from 1 other school, because their malus could be lessened since you're embodying more of that school's philosophy with both of those abilities being used.

I know I personally see ONE (or two) shiny thing(s) from each Operator School, to be honest, many of them spread across different categories (excellent passive, excellent abilities, excellent Sling effect). This has the unfortunately effect of making your gameplay choices restricted two-fold. Since you might really love casting abilities, from one School because their effects are awesome, but you won't feel like using the "useless" sling effect, or feel a massive lack of utility from the passive. You might love one Sling effect more than any of the other Sling effects available. And of course you might love one school's passives, but absolutely despise one of the actives (or simply think it feels worthless), and be willing to take anything else (deja vu, Helminth System usage stats).
