New Semi-Auto Fire Mods

A mod that locks fire rate is a nice niche change for hemorrhage and internal bleeding, some weapons had multiplicative scaling with gun co, sometimes we get nice rivens with -firerate (even worse with shotguns as we run critical deceleration) and there are situations where we can not stack arcanes.

 So the mods are good for build options even if they are not a straight up new semi auto meta.

all the shotguns pretty much are improved massively with this mod. My Tenent Arca Plasmor suddenly fires faster and does a ton extra damage.

Its the pistol and rifle mods where it was needed though. And often many of those where I thought it would be great, like the Pyrana ... turn out to be auto triggers. Never looked :)

Vectis is also a nice niche for this, since its "fire rate" depends far more on reload speed for its single-round magazine. (Prime has two, but this can be "fixed" with Depleted Reload.)
