I usually fish with Ivara + Oxylus (scan aquatic lifeforms). Ivara can also use the Dashwire arrow to connect nearby rocks, so that you can fish in the middle of water (and there are no enemies there). Only problem with this is that you cannot easly come out of fish caught screen with Space, because that makes you jump on the Dashwire for some reason.
