MOAs will (almost) never cast Shockwave Actuators if they can shoot the enemy instead

Even if Shockwave Actuators are the only precept, MOAs will continue to shoot enemies, even in point blank melee range, instead of using Shockwave Actuators. Often the only time the ability is seen is on initial aggro. 

Tested in the simulacrum.

I am now noticing that my Hound is not using Synergized Prospectus nor Repo Audit while engaged in melee, are reported by another user here. I am beginning to wonder if there isn't some global mismatch on attack and precept priority happening across all companions.
