If I buy a platinum or a collection code from a store and is Xbox labeled, can I redeem it on my PC if I have the accounts linked? And only play on PC?

You should only ever purchase platinum from an authorized source.

That said, if you are purchasing platinum and it specifies it is an XBOX, Playstation or Nintendo Switch code, you will need to redeem that code on the associated platform, either with an account on said platform or a cross-platform-enabled account that has had said platform accounts linked.

If the account you redeem it on is cross-platform enabled, then platinum redeemed on PC, XBOX or Playstation will be usable on whichever platform you are playing on. Nintendo Switch is an exception, as Nintendo does not allow platinum to be transferable to or from their platform via cross-save accounts.
