Uh Vandals are made by Tenno/Lotus faction. Vandals are Lotus' customizations of weapons technology to better suit vague Tenno preferences. DE might not have a ton of lore out, but the lore they've released has been deliciously awesome, and I'd rather they be a bit more conservative and meticulous about establishing lore (Vandals, Wraith Weapons, Primes, etc.) surrounding equipment so that we don't run into a hoard of glaring inconsistencies. You don't just prime a Warframe, they're built from actual Prime parts left in the Orokin Void. Vandal is a Tenno branded/modified item.... I think. Though EXCALIBUR Prime is exclusive, it's basically a polarized EXCALIBUR. If you are suggesting exclusive, limited time Warframe skins, that shouldn't be a problem, but try not to use the word "Vandal" as its title. The Lotus makes Vandals out of competitor arms, modifying them to suit Tenno preference. Why would that be necessary with a Tenno-made Warframe? DE has stopped adding stats to helmets but I think a Vandal skin should have some perks over the regular skin. All and all this was just a suggestion. It's very difficult to create stat bonuses that don't overlap with each other, and complement its Warframe. Then, you have the issue that you want to use a specific helmet, but another helmet for the same Warframe has better stats. That would translate easily to skins.
