Example: When Sentinel and the Primary weapon both contain the same mod, this message appears - "Cannot apply this loadout: ___ and ___ are both using the same ___ mod. Auto resolve?" clicking "OK" button does nothing. The screen remains on the arsenal screen, and any attempt to move out of it results in appearance of above's message, and same thing happens.
