What Is "focus"?

Ive seen the term "Focus" thrown around in a few threads to describe some form of a "skill tree" system in Warframe. Im assuming this is something DE dropped in a stream I missed, so could someone explain it to me, or link me to wherever it turned up?

for now we have only fractions of information and no specific details/ dates. as work progress, it can bend or even evolve from originally anticipated view.

imo Soon™ is/was used properly- as we have U14 and no more details about focus system (the link provided had pointed that the system could be implemented in u14)
