It's just 18% of your "base health", which means the health you have when you're unranked. As a Nova I get 18 additional HP. Rejuvenation heals Tenno, Sentinels, Specteres and Kubrows. Rejuv is really only good because it heals sentinels, which can be tough to do manually (have to pick up health orbs to do so). But with more and more people using Kubrow, healing with Pack Leader, it's not that big of a loss to ditch it for ~30-40% damage increase or 6 energy/10 sec. Oberon is a healer because of Renewal and Reckoning (even though the damage is later on pretty terrible and doesn't really count as a healing skill anymore thanks to that.
