It's really the Grineer Queens' secret Matriarch Project: In order to deal with Tenno Dominance the Grineer Queens personally oversee the research and development of Orokin technology with processes that resulted in the creation of the Tenno. They haven't revealed it yet but they have created several of their own Grineer versions of the Tenno that serve as their royal guards. The Anti-gravity Trinity frame is one of them.
