Would have to be balanced very carefully because of some abilities that would just make the game utter cheese - perma-invis on Loki, perma-invuln on Rhino, etc. Mind you, energy as a whole needs looking at.

Cooldown, should prevent spamming.

Maybe the need for energy should be complitely removed and replaced with cooldowns for the skills.

But the topic was about melee combat, and I still would like to have something what makes it worth of taking a risk going up close to an enemy.

You do save ammo by doing so, but since you've usually got a plenty of it, it might be a better solution to just decrease the amount of it. Haven't seen Tenno having any kind of pockets where they could carry clips anyway.
