Warframe is an MMO. MMO's have different Characters, that you choose to play as for a game, and can then change. Sometimes the characters can have overlapping equipment.
You are not one Tenno wearing different frames, but a single player, controlling different characters, just like in nearly every MMO.

He said they will come up with a proper answer soon, though they answered this question a LONG time ago, and that was their answer. Also, it makes a lot more sense than... well anything else.
