They should get their own enemy types. their own deathsquads 2- They should drop medallions : killing a syndicate death squad ( the syndicate rival to the one you belong) should dop 1 or 2 medallions per appearance. that's it thoughts? Well then they shouldn't be dropped but rewarded to you. As why would the enemy faction drop something that is their enemy's.
