Cpu Downclocked

My laptop's CPU drops to its lowest clock speed of 1.36GHz the moment I log in to Warframe.  It isn't a heat issue, since I'm piping the freezing cold air from that terrifying "not inside" place directly to the machine's air intake.  The moment I either log out or Warframe crashes, the clock speed instantly peaks at 3.8GHz before settling to its normal speed of 2.6GHz.

 

This results in a horrible gaming experience and audio issues with Mumble (stuttering).  Warframe is the only software in which the processor drops its speed.  Running my VM with a shell script to keep the clock speed up is only somewhat effective.

 

Machine: Toshiba Satellite L850D-BT3N22 (15-inch)

Processor: AMD A10-4600M 2.3GHz (Trinity)

Graphics: AMD Radeon 7660G

Memory: 16GB DDR3-1600MHz

OS: Windows Technical Preview 9879

Can you share what settings you have ticked off in the launcher?

What other background programs do you have running adjacent?

 

What software are you running to determine clock speeds/recording graphs etc?

 

(TBH, its somewhat unheard of a software(gamebased) touching a CPU clockspeed)

 

Have you ever adjusted/use any form of program to limit/adjust/overclock/softclock CPU in any way, shape or form.

Getting support for the issue on Windows 10 is probably going to be really difficult. I'm not sure how much of the OS micromanages clock speeds.

 

Is there any specific AMD based application that allows you to alter clock speeds? If so, is there a way for you to force and "lock" a specific speed?

Other software primarily includes Google Chrome, Steam, TweetDeck, Battle.net, and Mumble.  Always-running background utilities include TortoiseSVN, TortoiseHG, Google Drive, Apple iCloud, Dropbox, Microsoft OneDrive, and ownCloud.

 

To determine current clock speed, I use 3 utilities - CPU-Z, Task Manager, and sysctl in the VM.

 

In Catalyst Control Center, all the options are set for maximum performance.
