I do not know about you, but T2/T3 Sabotage are drizzling a bit for me in Earth (I mean, now I have 4 T3 Sabotage Keys and 4 T2 Sabotage Keys). 

 

And T1 in E Gate (now have 3 so far).

I spent literally the whole day farming E Gate yesterday, no T1 Sabotages whatsoever. Plenty of Captures, though.

The player has the choice in the first place to pay for them, not like they didn't have a choice to refuse the offer.
