The Twin Queens are the rulers of the Grineer, there has been mention of them in game a few times, and they can be heard in one of the trailers, the one where Vor gets demoted. They have yet to be seen, and some believe they reside on the Moon. And everything the Grineer do, they do because the Queens told them to.
