MoustacheMike
Is he playing with an integrated graphic card ?If so then I woulnd't be surprised that it's all mess up since it wouldn't be powerful enough to run the game smoothly but anyway post his specs. Morcant
Intel Graphics Media Accelerator (GMA), the embedded GPU of older Intel motherboard chipsets, will not be able to properly run Warframe, unfortunately. Minimum requirements are: Nvidia GeForce 8600 GT or ATI Radeon HD 3600.
Athros
The garble on the texture maybe caused by your texture quality setting. GMA uses dynamically alloted shared memory, and the bigger the quality, the bigger the texture to be loaded. On a discrete GPU, this is not a problem, but on an integrated... The increased size of texture could increase the chance of memory error (moreover by the Intel's solution, which is not optimized for it :p), and you might get the same result as this. The only option to get Warframe running on Intel's GMA is to use the lowest resolution, shadow & texture quality, and turn off all effects. Even with that, you'll still get less than decent FPS, but enough for playing normally. Unless it's an Infested defense mission.
SinStar87
Is it an hp laptop? my brother tried playing it on an one and it does that as well, they use custom drivers so you can't get 8.15.10.2993 which should make play fine.
