Are Relays Still Mr Locked?

A week ago I remember when I tried to access the Leonov Relay on Europa when it was unlocked for a quest and it said I didn't have a high enough Mr (5) to access it. I recently unlocked Europa and I can access it even though I'm a MR4. So can someone tell me if they are still MR rank locked so I can see if I can get primed Point Blank from pluto.

They still are Mastery locked, and Orcus, Pluto requires MR10 if I recall correctly.

 

It's also worth mentioning that because of how Relays work, you cannot take a taxi to one.

Mercury, Venus, and Earth is Mastery Rank 0

Saturn is Mastery Rank 4

Europa is Mastery Rank 5

Eris and Pluto is Mastery Rank 8.
