Once you get the completed War, which is far FAR better than the broken War, there is literally no reason to ever use the broken War. I personally bought the package, and the moment I began using the completed War, I have not touched my broken War so much as once. The problem is both need each other to build. So even if you have both BP's and a Broken War(from the quest) to build War,you would still need to use the War you just built to re-build Broken War.
