Why is this not available to me? I can't find the quest in my codex, is there something I am missing to activate it? Please help me

have you completed the Natah quest?

 

If you are not MR3 you will not be able to start Natah.

I am master rank 8. I do not see the natah quest line

Definitely this then.  Per Steve's tweet from a while ago, the sealab tiles specifically on Uranus (which require archwing) greatly increase the chance of spawning an Oculyst to scan - as in, that creepy music starts playing pretty much every single time.  Also, if you get unlucky and don't get an Oculyst, continue doing sealab missions.  Same tweet said it sort of builds their interest in you or something like that, and increases the pop chance.  Natah Quest pops after mission completion with at least one successful scan, and completion of Natah is the prereq for 2nd Dream.
