Are recycled tile sets sign of a work in progress?

Might be a dumb question, but I just need clarification.

After witnessing Jupiter, Uranus and Europa (really beautiful maps), seeing tile sets being reused in Venus, Neptune and Pluto is a little disappointing.

Are different tile sets for every planet a planned feature?

Supposedly.  No idea what the next tileset will be.  18.5 is supposed to feature more Moon tileset stuff.

Though honestly some locales are harder to identify than others.  Neptune is stated to be the home of Corpus Indoctrination temples, so a holy like place.  Venus is obviously a molten slag dotted with Corpus labs (and probably factories.)   Saturn, Mercury, Sedna, Pluto?  Dunno.

We have plenty of ships and cave like tile sets, I would like to see more outdoor tile sets myself. I haven't opened up all the worlds yet so I don't know what tile sets are in higher levels.

Ideally there should be at least one tileset for every planet, not counting ships and asteroids. I'd like to see Mercury or Venus getting a new tileset next.
