They each have their Strengths, Ivara is good for some stuff, Loki for another.

Loki is mainly supportive due to Decoy and enemy Disarming which can save your whole squad because you take enemy ranged attacks away and has some survivability, related to his invisibility.

Ivara can Control crowds with Sleep and noise arrows, make other team mates invisible by using bubbles on them or in strategic places. Is slower in invisibility but makes up in other stuff and has higher damage output abilities wise.

It's all about the style you prefer, how helpful you want to be in team play or the possible synergies.

In my personal opinion, get them all if possible, you may save Loki Prime for later after some other frames, but if you want you can find uses for him.

Loki is definitely worth crafting and using.

Also, he has shiny trim on him, so there's the bling factor.

Loki's invisibility is based on power duration, so it's a fixed duration of invisibility after being cast, only being able to be cancelled by nullifiers or similar after being cast.  Even if your energy is completely drained by energy drain eximus enemies, you'll remain invisible.  And you'll remain invisible even while using non-silenced enemies, and while running.  Just make sure you duck into cover before your invisibility wears off.

Ivara's invisibility drains power over time, so while you can stay invisible longer, there's a constant drain, and if you're caught around energy drain eximus enemies, you'll end up visible pretty quickly.  You can't run, but a lot of people get past that by rolling everywhere.  You can still shoot and such, as long as your weapons are silenced.  Otherwise it will break your stealth and you'll be visible again.

Loki also has radial disarm.  Look up what that does on the wiki.  I think you'll like it.
