How did time come to be?

Nope. 

Time exists as a fourth dimension (or half dimension since it is only possible to move in one direction through it, there are other interpretations but the physics makes my head hurt) 

Basically what this means is that space and time are more or less the same thing, and because gravity is the warping of spacetime by objects with mass, objects with high gravity can especially warp time. 

The other really cool thing is, as you travel faster and faster time slows down, relative to a stationary observer. If you flew round the world with a clock, a clock that that had been exactly in sync with your clock would show a time slightly ahead of yours.

How could you say time is a dimension, or the fourth dimension? That just implies that anything below the fourth dimension cannot experience time.

Yep, a purely 3 dimensional universe would not experience time.

Is that any more strange than 2 dimensional objects not having depth?

If were talking about accelerating mass to near light speed, 3 things happen:

- time slows down for the accelerating mass compare to the outside observer.

- the distanced traveled for the accelerating mass compared to the outside observer is shorter.

- the accelerating mass temporarily gains more mass.

 

Seriously, accelerating stuff to near lightspeed is when crazy science stuff start happening. Yet the centre of it all is spacetime.
