What does this error say? (Japanese)

Do you get that error popping up when you first start warframe after the launcher?

I can't read it, but that error says "There is already another copy of warframe running" or something along those lines

It says, "Error: why am I in Japanese?"

Ok, no, really.  Something along the lines of "Could not receive patch code from server".  I think.

You can't receive the patch code from the server.
