Enemies killed in the arena aren't considered for the Souls' count.
Nor executioners nor their summonings.

You end up having enough energy but the spell refusing to cast by the message "Skill is not ready".

I think its made that way since you'd have a huge and tough army with you. Yet you have everyone else that has access to all their ability why not nekros, but than again not a lot of people play with nekros.

Which is a little disappointing since he is my most played frame.

Tbh the chance is Nekros can't generically summon Eximi, Special Units or Bosses.
Also every time you die the souls pool goes to zero, so hardly you can have a huge army.
The point is it doesn't even summon killed Kavats, so I think there's more after it.

Another chance is often, after the release of a new unit, Nekros wasn't able to get its shadow. Maybe Shadows Units have to be included in the game one by one by hand.
And since we yet seen there has been a lot of rushed work in this Event, maybe they discarded, forgot or kept it for later updates.

The bug is still present.
You cannot summon neither Executioners you killed, neither their spawns.

3 Months later, Nekros in Rathuum has still 3 skills.
