Does damaging an enemys with shocking speed deplete the charged up damage from Volts passive?

Does hitting an enemys with shocking speed consume the built up charge from Volts Passive?

I can safely say it does not, it is only triggered by initial cast of powers or any attack with weapons.

well assumedly his passive should add the damage into anything that you can deal damage with

Pretty sure he means is the dmg bonus applied on cast or on hit.

Well easy way to tell op, is if when you cast it does your buff go away? Easy way to test it is with ss on turn on speed without moving, if the buff goes away then shocking speed always deals the bonus dmg instead of just on hit
