The video started toget fuzzy and jumpy, like it had a bad signal, then red (unintelligible) text started scrawling across the screen before I got into the relay normally. Afaik, it's not tied to quest completion, so it doesn't matter if you've finished The Second Dream or not, it still has a chance to randomly occur.
