In the most recent devstream, just a couple of weeks prior to the nerfs, Rebecca directly asked the community about the subject of balance, and what it should mean. She specifically mentioned Stradavar, and proposed the question of whether every weapon should be viable for all situations, or if weapons should have more specialized application. Soooo... I couldn't say what they intend to do about Stradavar. It's up in the air, really. I don't feel it has a specialty at all, other than 'not endgame'.
