Any Rescue mission ( higher level than 15+ ) will give you a specter blueprint at the end.

they drop in rescue missions. the higher the lvl of the missions, the better the specter is

Actually it drops from any rescue mission, period. Only exception is the lowest tier rescues if you trigger the execution timer and don't kill all the Wardens

"Only exception is the..." Exactly what I said. He is obviously a new player so I'm trying to send him to actually farm and GET them. What you are suggesting is not a good idea, period.
