Any suggestions? He is located in the upper level right hand door. When you find that room, you need to speak to him in the center of the room. The way to the upper level is the two light blue tubes. Click the one that says ascend. You will then need to purchase a synthesis scanner from him so you may continue on with your quest. He will ask you to scan targets and you will need that scanner.
